Committee agendas are packed beyond any possibility of hearing all the bills and are changing daily, making a complete calendar listing mostly pointless. Below are a few key bills and where they are scheduled as of Friday, March 31. 

Monday

8:00 a.m.: The Joint Subcommittee on Education will hold an informational meeting on:

  • Higher Education Coordinating Commission funding – introduction to postsecondary education and workforce training in Oregon (HB 5025).

10:45 a.m.: The Senate is scheduled to vote on:

  • Providing that the first full week in March is known as Classified School Employees Week (HB 2708).
  • Exempting personal information of employees and retirees maintained by PERS from public disclosure (HB 3111).
  • Requiring the Director of Employment Department to determine solvency of Paid Family and Medical Leave Insurance Fund for purposes of paying benefits and grant awards (SB 31)
  • Guaranteeing electors right to vote and right to secret ballot (SB 166).
  • Directing Oregon Health Authority, State Board of Education, and Alcohol and Drug Policy Commission to collaborate on developing curricula supplements related to dangers of certain drugs and to laws that provide immunity or other protections related to drug or alcohol use (SB 238).
  • Raising the contract price threshold under which contracting agency may apply certain solicitation and procurement methods for public contracts (SB 1047).

11:00 a.m.: The House Floor is scheduled to vote on:

  • Providing that high school student in grade 11 or 12 may be awarded high school equivalency diploma if student has received certificate for passing approved high school equivalency test and meets other conditions (HB 3068)
  • Preserving additional funding for small school districts that merge with one or more school districts if certain conditions are met (HB 3135)
  • Clarifying agency access to money in the Early Learning Account (SB 427).
  • Modifying definitions to allow for publication of legal notices in digital newspaper (HB 3167).

3:00 p.m.: The House Committee on Education will hold a public hearing and/or work session on:

  • Enacting the Interstate Teacher Mobility Compact (SB 279).
  • Directing the Oregon Department of Administrative Services to prepare tentative budget for funding of State School Fund (HB 2739)
  • Establishing requirements for approving recovery schools (HB 2767)
  • Requiring ODE to study matters related to ventilation and energy efficiency in schools (HB 3031).
  • Establishes personal financial education as requirement for high school diploma (HB 3094)
  • Requiring ODE to convene advisory group to review physical education requirements for certain students in grades six through eight (HB 3199).
  • Directing the State Board of Education to adopt uniform standards related to collection of specified data (HB 3288).
  • Directing ODE to conduct study to determine impact, cost and feasibility of implementing Salem-Keizer Threat Assessment System in school districts (HB 3348).
  • Establishing an early literacy success initiative (HB 3198).

Tuesday

8:00 a.m.: The Joint Subcommittee on Education will hold an informational meeting on:

  • Higher Education Coordinating Commission funding – funding for the postsecondary and training budget (HB 5025).

8:00 a.m.: The Senate Committee Labor and Business will hold a public hearing and/or work session on:

  • Requiring Employment Relations Board to develop guidelines and procedures for authorizations designating bargaining representatives of bargaining unit to be prepared and signed electronically (HB 2573).
  • Amending the eligibility requirements for employees to receive benefits under shared work plan (HB 3331).
  • Requiring the Employment Department to study issues related to family and medical leave insurance program (SB 593).
  • Providing employees with the right to refuse to perform a task assigned by an employer under certain circumstances (SB 907).

3:00 p.m. The Senate Committee on Education will hold a public hearing and/or work session on:

  • Directing school district boards to adopt prevention curriculum that addresses child sex trafficking (SB 473).
  • Directing the Department of Corrections and Higher Education Coordinating Commission to enter into memorandum of understanding regarding correctional education system (SB 269).
  • Establishing a pilot program to provide funding to school districts for purposes of increasing access to schools by homeless students and improving academic achievement of homeless students (SB 658).
  • Permitting an adopted former foster child to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree (SB 449).

Wednesday

8:00 a.m.: The Joint Subcommittee on Education will hold an informational meeting on:

  • Higher Education Coordinating Commission funding – key factors in affordability and investments in financial aid (HB 5025).

Thursday

8:00 a.m.: The Joint Subcommittee on Education will hold an informational meeting on:

  • Higher Education Coordinating Commission funding – featured strategies related to funding, reporting, learner pathways, and outreach (HB 5025).
