The Early Literacy Educator Preparation Council released its recommendations Tuesday, June 18.
Gov. Tina Kotek established the council in May 2023 to figure out ways to strengthen educator preparation programs for teaching reading and writing in elementary schools. The council included teachers, principals, literacy experts, an indigenous language expert, educator preparation program representatives and state legislators.
Initial recommendations were released in January for public feedback. At its final meeting Monday, the council approved the recommendations. The council has called for streamlining existing standards and creating new ones based on the Early Literacy Framework. It would like to see the new standards implemented at educator preparation programs and applied to all educators. This would include making the new standards part of the educator licensure processes.
The Teacher Standards and Practices Commission has begun considering the implementation. The aim is to have licensure requirements in effect by 2027.
