Bills in policy committees must receive a work session in the chamber they started in by April 4 or they are effectively dead. Committee agendas are packed beyond any possibility of hearing all the bills and are changing daily, making a complete calendar listing mostly pointless. Below are a few key bills and where they are scheduled as of Friday, March 24. 

Monday

10:45 a.m.: The Senate is scheduled to vote on:

  • Retaining records of schools’ use of restraints or seclusion (SB 1024 A).
  • Transferring high school credits from outside the United States (SB 940). 

3 p.m.: The House Education Committee will hold a possible work session on:

  • Dropping State School Fund special education caps (HB 2895).
  • Establishing personal financial education requirement for a diploma (HB 3093 and 3094).
  • Studying ventilation and energy efficiency in schools (HB 3031).
  • Reviewing physical education requirements (HB 3199).
  • Preparing a tentative budget for funding the State School Fund (HB 2739).

Tuesday

3 p.m.: The House Higher Education Committee will hold a work session on:

  • Establishing a method for part-time college faculty pay (HB 2740).

3 p.m. The Senate Rules Committee will hold a work session on:

  • Requiring boards to post free recordings of public meetings (SB 11). 

3 p.m.: The Senate Education Committee will hold a possible work session on:

  • Improving homeless students’ school access and achievement (SB 658).
  • Clarifying the education duties of the State Board of Education, the Oregon Department of Education, the superintendent of public instruction and district school boards (SB 290).
  • Eliminating the restrictions on paying unemployment insurance benefits to certain nonprofessional educational workers (SB 489).
  • Specifying the contract price at which apprentice utilization requirements apply to qualified contracts with institutions of higher education and school districts (SB 518).
  • Addressing workforce shortages (SB 283).
  • Requiring school districts to provide specified information related to secure storage of medications and firearms (SB 551).
  • Developing a statewide special education plan (SB 575).

Wednesday

 3 p.m.: The House Education Committee will hold a possible public hearing on:

  • Allowing district school boards to enter into an agreement with the superintendent for payment in lieu of 12 months’ notice required when the superintendent’s employment is terminated without cause (HB 2679).
  • Improving early literacy (HB 3454).
  • Adding reimbursable transportation expenses (HB 3014).
  • Designating a school district civil rights coordinator (HB 2281).
  • Setting minimum pay standards for classified school employees (HB 2690).
  • Reimbursing school districts for meal costs (HB 3030). 

 Thursday

 3 p.m.: The Senate Education Committee will hold a possible work session on:

  • Requiring part-time college faculty to be paid the same rate as full-time faculty (SB 416).
  • Changing school district oversight (SB 1045).
  • Establishing a youth advisory council (SB 421).
  • Requiring climate change instruction (SB 854).
  • Requiring a “future planning” credit for graduation (SB 3).
