17 meetings across the state - September 28 to November 4

The Oregon School Boards Association invites you to its popular series of fall regional meetings. Each spring and fall, OSBA staff travel across the state to visit with local board members, administrators and others from K-12 schools, education service districts and community colleges.

These evening meetings are your opportunity to talk face-to-face with OSBA staff about the 2009 legislative session and effective public education advocacy. OSBA staff will answer your questions and offer you tools to help you in your role as a school leader. You will also receive an update on the H1N1 flu.

Learn how new laws affect you

Responding to the economic recession, the 2009 Oregon Legislature struggled to rebalance the 2007-09 state budget and build a 2009-11 budget. It passed two revenue measures to raise a total of $733 million during the next biennium. Collectively known as the "tax fairness package," House Bill 2649 creates a new higher-income tax bracket and House Bill 3405 increases corporate income taxes. Opponents of these measures are expected to refer them to voters for a Jan. 26, 2010, election.

The 2009 Legislature also passed bills:

  • Creating a School Facilities Task Force charged with developing an inventory of facilities needs in Oregon.
  • Proposing a constitutional change broadening the use of local facilities bond funds.
  • Making substantial reforms to Oregon's public contracting code.
Review the education budget

The Legislature allocated $6 billion for K-12 in 2009-11. This was less than the $6.245 billion appropriated for 2007-09 and significantly less than the $6.55 billion estimated roll-up of 2007-09 funding. However, given the state's poor financial condition, it was widely viewed as a victory by education advocates.

Community colleges received $450.5 million in 2009-11, compared to $500 million in 2007-09, but also received state economic stimulus funds for capital construction.

Come to OSBA's fall regional meetings to build your skills as a public school advocate and prepare for the February 2010 supplemental session.

Meet your LPC representative

In September, boards vote for regional candidates to serve on OSBA's Legislative Policy Committee and develop legislative policies and priorities for the association. The fall regional meetings will be an opportunity to meet your region's LPC representative. (If your region did not nominate a candidate, the OSBA Board of Directors will appoint someone.)

H1N1 influenza is circulating in Oregon. What do you need to do now to prepare for a potential outbreak in your community? OSBA staff will fill you in with the latest information, resources and tools to help you respond.
